And ask what else you could offer that was not present on the documents you give to them. They can review it again and see if you should be granted.

Awarding. After you negotiate with them, they might ask for a couple of days to reevaluate and see. Do not give up and stay positive. If it really yours, and if they see the potential of the project, then you would get what you wanted. So keep working hard and give the best you can.
